Ambassador William G. Walker

A career foreign service officer with the United States Department of State for 39 years, Ambassador Walker completed a distinguished career serving as the Head of the OSCE’s 1400 man Kosovo Verification Mission.  Prior to the October 1998 appointment to establish and lead the KVM, Ambassador Walker served as the Secretary General’s Special Representative and Head of Mission of the United Nations Transitional Administration in Eastern Slavonia, Croatia (UNTAES).  Ambassador Walker went to the Balkans immediately following three years as Vice President of the National Defense University, at Ft. McNair, Washington, D.C.

Entering the Foreign Service in 1961, Ambassador Walker served most of his career in the field and the Department dealing with Latin American affairs.  This included assignments in Peru, Brazil, El Salvador (twice), Honduras, Bolivia, and on the Argentine desk in Washington.  Ambassador Walker was Deputy Assistant Secretary of State for Inter-American Affairs, with responsibility for US relations with Central America and Panama from 1985-88. He also had an early tour in Okinawa, Japan. In August 1988 he was named Ambassador to El Salvador, and served there during the last 3 ½ years of the civil war. He was a major participant in the negotiation process which successfully ended a decade of war with the Peace Accords of January 1992.  He was awarded the Order of Jose Matias Delado by the Government of El Salvador, and promoted to the personal rank of Career Minister, equivalent to three star military rank, in November 1992.

During his career Ambassador Walker also served in the Office of the Inspector General; was assigned on secondment to the Environmental Protection Agency in its San Francisco regional office; and was the State Department Fellow at the Council on Foreign Relations in New York City.

As an undergraduate, Ambassador Walker studied both architecture (USC) and political science (UCLA). His graduate work was in Latin American studies at UCLA.  He speaks Spanish and Portuguese.

During his career Ambassador Walker received numerous awards and decorations, including the President’s Meritorious Service Award four times; the Department of State’s Superior Honor Award twice; and the American Foreign Service Association’s Christian Herter Award. In November 1999 he was named the first “Honorary Citizen of Kosovo”, and in 2000 was awarded an honorary Doctor of Law degree from Moravian College.


Douglas G. Walker

COO and Vice-President

Douglas Walker is the Vice-Preisdent and co-founder of William G. Walker and Associates, LLC, an International Business Consulting company that has been operating since 2010. He also serves as a consultant to the International Institute of Vietnam, as well as serving as the Executive Director for the William G. Walker House, a not-for-profit charitable organization. Prior to co-founding William G. Walker and Associates, LLC, Douglas worked for 12 years as a Network Administrator for the National Center for Biotechnology Information, a branch of the National Library of Medicine at the National Institutes of Health. Douglas received a Bachelors Degree of Science in Information Technology from the University of Phoenix in 2006.
